The task
With the decision to implement all training and further education courses in accordance with KOA (competence-oriented training), the Bundeswehr has undergone a fundamental reform. Specialist knowledge alone is no longer enough: trainees should be enabled to master tasks independently, in a solution-oriented and competence-based manner. The aim is to create smart soldiers instead of mere recipients of orders.
Since 2018, seminars, training courses and coaching sessions no longer just have to convey content, but also build up real action competence. A paradigm shift that consistently affected all training formats – and affected thousands of employees and soldiers.
The implementation
ML Gruppe provided methodological, content-related and conceptual support for this comprehensive transformation process:
- Development and advice on skills-oriented educational formats
- Training and education of trainers in KOA-compliant didactics
- Education controlling via qualitative evaluation methods
- Interpretation of survey results for quality assurance
- Support in the change process: from the idea to implementation
Particular attention was paid to the individuality of the customer. Under the leadership of Dr. Julia Knopp, the team did not develop standard solutions, but rather delved deep into the educational logic of the Bundeswehr through a value-oriented dialog.
The result: a technology-supported, hybrid learning architecture in meaningful sequences. E-learning courses teach technical terms and theory, knowledge is deepened in subsequent attendance phases and then applied directly with trainers in workshops.

The challenges
A complex learning environment: KOA was set as a guideline, but it was unclear what this meant in concrete terms for face-to-face training, practical workshops or IT-supported learning formats.
Contradiction between theory and practice: How can theoretical e-learning impart practical skills?
Diversity of target groups and settings: From workshop rooms to computer simulations, formats had to be designed in such a way that they were both practical and theoretically sound.
Conclusion
Together with the customer, ML Gruppe developed a hybrid learning format with a clear competence logic:
- E-learning conveys basic knowledge and terms
- Presence phases are used for application, reflection and exchange
- IT applications are practiced safely in test environments
The result was a technology-supported training program that is KOA-compliant.
